This important bufmefs being completed to the fatif faction of all, he came back to Europe, with full powers from Congrefs to aflift at any conferences which might be opened for the eftablifhment of peace and had fent him, foon after, other powers to negociate a loan of money for the ufe of the United States; and to reprefent them, as their Minif'cer Plenipotentiary, to their High Mighti neffes the States General of the United Provinces. Such important trulls fhew, in what eflimation he is held by his country and his manner of executing them, that con fidence is well placed.
