The r&d procurement process should be subjected to the same intense cost versus effectiveness questioning that has been applied in recent years by the Department of Defense to the choice of alternative proposed weapon systems. Under this cost/effectiveness evaluation approach, alter native means of contracting for research and development should be examined in light of their relative benefits and costs of all forms. The present procurement process controls the awards of over $8 billion annually of government-sponsored research and development contracts to industry, uni versities, and non-profit organizations. A broad view of the process in cludes not only the legislation, policies, and procedures that underlie r&d procurement but also the organizations and people, their attitudes, and indirect as well as direct effects of the process.
