Excerpt from Argument Before the Committee on Commerce of the Senate of the United States, in Opposition to the Reagan Bill, for the Regulation of Inter-State Commerce by Railway
Mr. Chairman - The proposed act which your courtesy enables me to discuss at this time and in 'this manner, is H. R. Introduced in the Senate on 'the 12th of December last, and is entitled An act to' regulate inter-state commerce and to prohibit unjust discriminations by common carriers.
I object first, that its title is misleading and erroneous.
I hope to show that it will not regulate but confuse inter State commerce; that it will encourage transportation dis criminations that do not now exist, while prohibiting none of importance that may exist and that it does not, 'as implied, apply to all common carriers.
The language of the first section and the entire act limit it to persons engaged alone, or associated with others, in the transportation of property by railroad, etc.

Paperback. Condizione: New. Print on Demand. This book showcases the testimony of S. R. Blanchard before the Committee on Commerce of the Senate of the United States in 1879. His address centered on a specific bill put before the Senate, arguing point-by-point against the proposed act, while presenting a nuanced perspective on the political economy of railways in the United States. Blanchard contested that the proposed act was both unfair and economically unwise, in addition to being prejudiced toward certain corporations, especially those with access to water routes along natural waterways. He says the act would fail to regulate interstate commerce, would, instead, introduce new and numerous opportunities for unjust discrimination, and would fail to eliminate the few valuable old ones. Ultimately, Blanchard argues that the free market and established practices should be allowed to regulate the railroad industry rather than an act with such a narrow scope as the one proposed.
