Il était dit, entre autres choses, dans la proclamation royale, par laquelle un gouvernement civil était établi dans le Canada, et dans les autres provinces récemment cédées à l'angleterre, que sa Majesté (georges III) avait donné aux gouverneurs de ces provinces, l'autorité et l'ordre d'y convoquer, de l'avis de leurs conseils res pectifs, des assemblées générales, de la même manière qu'il se pratiquait dans les anciennes colonies 'britanni ques, ainsi que le pouvoir d'y ériger des cours de jus tice, pour entendre et juger toutes causes, tant civiles que criminelles, d'après le droit et l'équité, et autant que possible, conformément aux lois de la Grande Bretagne, avec liberté àtous ceux qui se croiraient lésés par les décisions de ces cours d'en appeller au conseil privé d'angleterre.
