L'objet de ce travail est de montrer quelle fut et comment fonctionna l'administration municipale de la ville de Rennes du jour Où le corps de ville à qui elle était confiée, se trouva investi de tous ses privilèges. Le gouverneur de Rennes et le Parlement n'étaient pas absolument exclus des affaires municipales, mais, en droit ils ne pouvaient y toucher que d'une façon exceptionnelle; s ils le faisaient sans nécessité pres sante, ils empiétaient sur les pouvoirs de la, Communauté. La Communauté avait des origines assez lointaines. Elle s'était constituée peu a peu, à mesure que la ville s'agrandissait et reculait son enceinte; elle devait tous ses rouages aux privilèges que les rois et les ducs lui avaient concédés. Avant de faire connaître en quoi consistaient de tels privilèges et quel parti en tirait le corps municipal, il ne sera peut-être pas inutile de dire quelque chose de la topographie de Rennes, de sa population, de son industrie et de son commerce à l'époque dont Il est ici question.
