It is not well known that most criminal prosecutions were technically private prosecutions until 1985 when the Crown Prosecution Service was created. Prior to then only very major crimes such as murder or treason were 'public' prosecutions. The Birmingham prosecutor, M P Pugh, was employed by the local authority, Even the Met used its own private firm of solicitors to conduct prosecutions eg motoring offences until the 1930s when it created its own prosecuting department (though still 'private' prosecutions).
