If these allegations on the part of the petitioners are well: founded, it will not be denied by any unprejudiced mind that the. State owes them full reparation; and that no considerations of mere convenience should longer delay the payment of so just a debt.
Your committee have examined the evidence upon which these allegations rest, and are compelled to admit that they are fully and amply sustained by the facts of the case.
