If we grant that such has been made, it is evident that it is made only on the breakdown of older systems, for, as has been pointed out. If a fact is to be explained it must be explained in terms of the theory then in vogue. The astronomer who notices for the first time a small speck on the photographic plate, who notices it on successive nights at different places, can calculate its orbit, can interpret it in terms of the system of which it is a part, where upon it becomes an embodied theory, possessing all the richness the system itself posseses; and is no longer a bare fact. In such a case as this example three possible results may happen.
