A National Research Council report presenting guidelines and principles for informing non-scientist policy makers and the public of health, safety, and environmental risks associated with government and business projects. The 17 committee members formulate a definition of risk characterizations within a decision making process, underlining the roles of deliberation and analysis, and examining in six case studies both the successes and failures of understanding and conveying the risk of projects such as siting a power plant and planning land use in Hanford, Washington. The committee concludes with recommendations for implementing new approaches. The appendices include an outline of common methods of deliberation and public participation.
