Prepared by the Committee on Counterterrorism Challenges for Russia and the United States of the National Research Council in cooperation with the Russian Academy of Sciences, this collection of 22 papers were drawn from a March 2003 inter-academy meeting conceived as part of a program for expanding Russian-American cooperation on terrorism, as well as two immediately prior workshops. Broadly, the papers address urban terrorism, cyberterrorism, and related topics. Specific topics include lessons learned form the Nord-Ost attacks in Moscow and the September 11th attacks in the United States, the roles of the Russian Ministry of Internal Affairs and the US Department of Homeland Security in combating terrorism, terror related issues of toxic chemicals and explosive materials, the threat of cyberattacks to major transportation control systems in Russia, information assurance education in the United States, possibilities for Russian-American scientific cooperation in combating terrorism, and medical aspects of combating bioterrorism.
