Produced by the Board on Testing and Assessment of the National Academies on behalf of the National Center for Education Statistics, this interdisciplinary report first reviewed and evaluated the procedures for determining the performance levels for the 1992 National Adult Literacy Survey. It then presented recommendations on a set of performance levels for the then upcoming 2003 National Assessment of Adult Literacy that it found to be valid, appropriate, and permitting of comparisons between the 1992 and 2003 results.
