Rozman (sociology, Princeton U.) presents 18 articles by Russian, Japanese, and American contributors (many of whom were involved in the bilateral Japanese-Russian negotiations of the 1990s) which explore why the negotiations failed to allow the two great powers to normalize relations after the end of the Cold War. The majority of the articles are chronologically presented and present differing views of various periods of diplomatic relations.
