Addresses frequent misunderstandings and criticisms of the UN by examining the UN Office for Project Services (UNOPS), the only UN entity exclusively demand-based, one especially designed as a business service to focus on management and provision of services within the broader UN context, for example, by executing development and relief projects. Since 1994, UNOPS has been in continuous reform primarily because it nearly went out of business. This study, which takes stock of, analyzes, and explains the changes UNOPS has undergone the past few years, should be of interest to those within and outside the UN struggling with similar international and public management issues.
