This book examined the future of nuclear deterrences in the 1990s and beyond. It first outlines probable aspects of the future strategic environment, including the START treaty as well as such developments as increasingly accurate weapons and more active public participation in nuclear decisions. Its purposee is to take the general strands of consenus and stability on certain issues and weave them together into a coherent nuclear strategy.
