He has worked as a county councillor, Chair of the Social Services Committee, Chief Inspector of Social Services with Cumbria Social Services and is currently a member of The Residential Forum. His publications include Residential Care, The Abuse of Care and most recently Care in Chaos, with R. Hadley.
