When Horace Mann wrote his report the S peller prepared by Noah Webster was the chief textbook in all schools. This book is said to have been sold to the number of eighty millions during the century following 1783, when it was written. It opens with a few pages on the letters and sounds used in English spelling. The first exercise introduces the pupil to the combinations of the first five consonants with the vowels. The pupil learns meaningful and meaningless combinations together as follows.
