What does the extragalactic background radiation at all wavelengths tell us about the formation and evolution of structure in the Universe? Observational and theoretical astronomers were united at a Space Telescope Science Institute workshop to address this question. Their invited review articles summarise the present knowledge, highlight outstanding problems and provide a focus for future research.
