There is 'often valuable merchandise on the quays and in the sheds, the flooding of which by the river might cause loss, which in some cases would amount to several millions of dollars. This condition cannot be ignored, and therefore the elevation of the shed floor should be above the highest known flood stage by from two to three feet.
If the maximum flood stage is 53 feet, then the quay level elevation may be 56 feet.
