The author has recently been appointed to the U. N. Commission for War Crimes in the former Yugoslavia. His previous publications include Violence and Law in the Modern Age (Polity, 1988) , Terrorism, Politics and Law (Polity, 1989) and The Tokyo Trial and Beyond (with BVA Roling, Polity, 1993).
