Fifteen contributions discuss the uses, structures, and impacts of tax increment financing (TIF). TIF serves as a geographically targeted tax, expenditure, and regulatory inducement to a specific (usually blighted) location. A sampling of topics includes a review of state TIF laws, the use of debt, determinants of the municipal decision to adopt TIF, and the effects of TIF on local economic development. Also included are case studies, which describe the impact of TIF on school districts in Indiana, TIFs and residential segregation in Addison and Chicago, Illinois, and the use of TIF in redeveloping brownfields in Minnesota.
