The product of the first major research project undertaken by the new International Forum for Democratic Studies of the National Endowment for Democracy. A dozen papers commissioned to examine economic reform and democracy from a variety of regional, intellectual and disciplinary perspectives were presented at a May 1994 conference in Washington, D.C., and published after revisions in a special issue of Journal of Democracy (October 1994). When light was noticed coming through several spots in the fabric of the coverage, another five papers were commissioned to be included in the volume. The topics include the myth of the authoritarian advantage, understanding postcommunist transitions, East Asian exceptionalism, the politics of safety nets, and studies of Africa and Latin America. Larry Diamond, senior fellow at the Hoover Institution onWar, Revolution, and Peace, and Marc F. Plattner, counselor at the National Endowment for Democracy, are co-directors of the International Forum for Democratic Studies. They are coeditors of the Journal of Democracy and of two previous collections of essays available from Johns Hopkins, The Global Resurgence of Democracy and Capitalism, Socialism, and Democracy Revisited.
