Researchers working in political science, public policy, and governmental studies in the US conducted a survey between 2018 and 2019 of registered lobbyists and public agency legislative liaison officers in all 50 states, to understand lobbyists' views on civil discourse in US state legislatures, particularly whether the crisis in civil discourse and political civility in the national population and US Congress is also occurring in state legislatures and the factors associated with positive and negative civil discourse. They discuss the impact of political culture heritage on perceptions of civil discourse; the impact of legislative professionalization, political culture, professionalism, term limits, and other factors across states; comparison of lobbyists with and without prior service as legislators or legislative staff; the effects of the rural/urban divide; the effects of inequality; the impact of public interest lobbying; and encouraging civility.
