International scholars discuss conclusions developed over the past five years by the program known as DeSeCo Definition and Selection of Competencies: Theoretical and Conceptual Foundations. Launched by the Organisation for Economic Cooperation and Development (OECD) in 1997, the international program was geared toward development of a framework for the measurement of key competencies relevant for all individuals in democratic and market-oriented societies, including interacting in socially heterogeneous groups, acting autonomously, and using tools interactively. Chapters include a holistic model of competence, desired outcomes for a successful life and a well-functioning society, and developing a long-term strategy for international assessments.
