How do you become a Registered Tax Return Preparer (RTRP)? You do not need an advanced degree, or even a college education; however, it does require some work. New regulations require all paid tax return preparers-other than certain exempt individuals-to register for a PTIN, pass a competency exam, and complete 15 hours of annual continuing education. These registered tax return preparers will need to follow the rules in Circular 230 but are not enrolled to practice before the IRS.
