Neuware - This paper examines whether the Operations Support Facility construct sustains or degrades the tenet of centralized control/decentralized execution given the anticipated Command and control environment over the next 20 years. The paper begins by describing today's Air Operation Center construct and its relationship to centralized control/decentralized execution in order to establish requirements any air-centric command and control system must meet. Next, the analysis looks at near-term problems facing the force structure of the Air Operations Centers which underwrites the requirement for an Operations Support Facility construct. Then, the analysis explores how a fully implemented Operations Support Facility construct would fare against anticipated future threats including space and cyber and what emerging command and control requirements these threats suggest relative to centralized control/decentralized execution. Lastly, the Operations Support Facility construct is weighed against the derived requirements dictated by centralized control/decentralized execution for command and control. The Operations Support Facility is found to support the requirements it is measured against, some risks are identified, but it on balance is found a better solution than other alternatives considered.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it.
