Excerpt from Time Limit and Local Option: A Re-Statement of a Licensing Controversy
The following pages make no attempt to deal with all the oints of Temperance Reform, which should be inc nded in a comprehensive handling of the subject. They omit reference to many subjects on which legislation is urgently needed and desired.
It has seemed best to concentrate on a matter of central importance; for it is essential to secure in the present struggle over the Licensing question the enact ment of Local Option, to be operative immediately in the case of grants of new licenses, and in the case of existing licenses at the close of a short time-limit. It is hoped that an endeavour to present a reasoned statement of some of the arguments and facts bearing on this point may be of some use in the present discussions.

Paperback. Condizione: New. Print on Demand. This book presents a persuasive argument for temperance reform through Local Option and a Time Limit on liquor licenses. The author cites historical evidence to prove that state actionâ"whether repressive or permissiveâ"has a powerful effect on drinking habits. The author argues that the Licensing Act of 1872, which came after a period of minimal oversight and a proliferation of licenses, was a turning point that led to a decrease in drunkenness and crime. This Act provided the model for the reforms proposed in this book, which include granting local communities direct control over the liquor trade and establishing a time limit on licenses. The author maintains that these methods have been successfully employed in other countries and can be implemented in the United Kingdom to reduce alcohol-related problems.
