This should be issued as soon as possible, but before being published should be submitted to the Election Committee. A Oopy should be sent to every elector by post, and on the back of the envelope there must be given the address of the Central Committee Rooms, to which it can be returned in case of non-delivery. This frequently helps in disclosing deaths and tracing removals. Frequently an address is advertised extensively in the local press and plastered on every available hoarding, but this is really a useless expense, as every elector has had it through the post. Copies should be sent to tradesmen, licensed victuallers, and all supporters who are willing to expose them on their premises, but no payment may be made for such exhibition. The form is usually a double sheet, the whole of the inside being taken up by the address, one half of the outside by the candidate's photograph, and the other half by reasons for voting for him. A good reserve of copies should be kept in hand for future calls.
