It is scarce necessary to apologize for publishing the pro ceedings of the Court of Inquiry in my case. It is an act of self-defence. I have a right - nay more, it is my duty to vindicate myself before my friends and the public, by acquainting them with the origin and history of the charges preferred against me, with the circumstances under which they were made, and the means employed to sustain them. The Court of Inquiry has pronounced its emphatic verdict of acquittal, and now I lay the results of its examination before the higher tribunal of the public, with the fullest confidence that that verdict will be sustained.
