Lorsque la révolution de 1848 éclata, lord Normanby était à Paris, où il avait mission d'étudier, pour le compte du gouverne ment anglais, les mouvements de la société française. Elles passè rent sous ses yeux, ces choses prodigieuses qui, un moment, firent tressaillir d'espoir et de joie tous les peuples opprimés. Autour de lui retentirent ces clameurs d'une portée si profonde, et qui, d'un bout de la terre à l'autre, éveillèrent tant d'échus. Il n'était certes pas besoin d'investigatious bien minutieuses pour être au fait des événements, alors que les nouvelles avaient l'accent de la foudre, et que l'histoire était écrite en plein forum, jour parjour, par le principal acteur le Peuple. Cependant qui le croirait lord Normanby semble n'avoir rien vu, rien entendu, rien su. Évidem ment, le spectacle s'est trouvé trop grand pour le spectateur.
