Excerpt from Annual Report of Program Activities, Division of Research Grants, Division of Research Services: Fiscal Year 1971
The Grants Associates Program enjoyed a productive year graduating seven associates, all of whom remained in Government service six within the Public Health Service. It is estimated that the full authorized level of 10 associates will be in training early in fiscal year 1972. This slow growth has been a reflection of the high standards of selection rather than any lack of applicants. The straited condition of academic research has motivated a significant increase of interest in the program even though entry-ou-duty dates are projected a year in advance.

The book explores the burgeoning growth of research grant programs from 1946 to 1971, during a period of significant biomedical advances, describing the ways in which this expansion led to important changes in the administration and processes of the Division of Research Grants. The author traces the evolution of the division's application review and processing protocols while emphasizing the importance of the peer review system and spotlighting the efforts of key individuals who contributed to the division's growth and success.
