Before we can determine what are the duties of a citizen, we must first clearly understand what is meant by the word citizen The most obvious meaning of the word Meaning of is a member of a city, or else one who possesses the rights of a member of a city. When we speak of citizens of London, Edinburgh, or Dublin, we mean either the men who live in these places and exercise the rights of citizenship, or else persons on whom the rights of citizenship have been con ferred as an honour. But it is not in this sense that the word is used in this book.
