During the spring of 1916, the Bureau of Mines began to collect information regarding specifications then employed for petroleum products. From replies to letters written to various agencies it learned that few if any purchasers had satisfactory standards for these commodities, and especially for gasoline. In the few attempts made to define the quality of motor fuel, many of the specifications were either inadequate or unreasonable.
