Excerpt from Report of the Civil Disobedience Enquiry Committee, 1922
The Committee has taken note of the widespread feeling that, in view of the extremely unfair manner in which the policy of repression is being carried out by the Government, the country should be advised to resort to some form of civil disobedience to compel the Government to abandon their present policy and to agree to concede the triple demand of the Congress. But the Committee is of opinion that the carrying out of the Constructive Programme will be the best preparation for even mass civil dis obedience while it will also be the most effective means of further ing the objects of the Congress. The Committee therefore earnestly appeals to the country to concentrate all its efforts upon carrying out -the Constructive Programme to the fullest extent and to endeavour to complete it within the shortest period possible.
