Through the experiences of these individuals, the author argues that the United States welfare system serves more to maintain and control grantees and their families than to help them achieve upward mobility. Drawing on case studies spanning several years, the author concludes that it is impossible to understand poverty in the United States without understanding the welfare system that purports to alleviate it.
