Excerpt from The Case for Federal Devolution
There is one very common misconception about the origin of the proposal Which ought, at the outset, to be cleared away. It is that the demand for devolution is the outcome of reviving sentiments of nationality Which fail to find scope and freedom for their expression under a Con stitution Which, for all legislative and administrative purposes, unites the peoples of England Scotland, and Wales under a common Parliament Those Who entertain this view admit that there is nothing in the state of opinion in England to support it but they see, or think they see, it con firmed' by the state of opinion prevailing in Scotland and Wales. This, on the face of it, is a very improbable explanation of the movement, for it assumes that England, the greatly predominant partner in the Union, is being reluctantly dragged at the heels of Scotland and Wales into the accept ance of vague and undefined constitutional changes intended to satisfy equally vague and undefined sentiments of nationality Which she herself does not share and With which she has no sympathy. I believe the explanation to be totally mistaken.

Paperback. Condizione: New. Print on Demand. This book presents a case for federal devolution as a solution to the issue of parliamentary congestion in the United Kingdom. The author argues that the current system, in which a single Parliament is responsible for all legislative and administrative matters in the UK, is no longer sustainable due to the increasing workload and complexity of these responsibilities. The author proposes a scheme of devolution that would create separate legislatures for England, Scotland, and Wales, with each legislature responsible for its own domestic affairs. The book also discusses the potential benefits of devolution, including increased efficiency and responsiveness to local needs, as well as the potential challenges, such as the need to ensure fair and equitable treatment of all citizens. The author concludes by arguing that federal devolution is a necessary step to ensure the continued effectiveness and legitimacy of the UK's parliamentary system.
