The council at the national level had a staff Of two men, and one or two secretaries as needed.
State councils on intergovernmental relations, consisting of some state officials and some laymen, were organized in Minnesota, Indiana, and Georgia, and later in sev eral other states. The objective was to have an intensive study made and a demonstra tion project worked out in one fairly typical county in each of the states selected.
