This report focuses on the utilization of water conservation-oriented rates (WCORs) to foster both sustainability of water provision and environmental stewardship, especially during periods of drought. It presents states' experiences with WCORs under both normal and drought conditions, and illustrates how states and utilities have coped with the social and economic implications of the implementation of WCORs by addressing both revenue volatility concerns and low-income consumer economic vulnerability while pursuing WCOR strategies.
