Robert MacDougall, a native of Westford, Massachusetts, initially enlisted in the Navy's nuclear submarine program. He was appointed to the United States Naval Academy in Annapolis by the Secretary of the Navy where he majored in Far East Studies and Mandarin Chinese. He served a full career in the Navy seeing extensive shipboard service as a Surface Warfare Officer and as a Special Duty Cryptologic Officer specializing in tactical employment of signals intelligence. He holds an advanced degree from Harvard's Kennedy School of Government. Most recently he has been an adjunct instructor at East Carolina University in the Political Science Department. Commander MacDougall and his wife currently reside in Norfolk, Virginia. Their two adult children and their spouses are all currently serving.
