It calls for sound mobilization of state resources to guarantee the highest attainable standards of security and stability. Human Rights are a universal set of rights entitled to every human being and are supposed to be guaranteed and safeguarded by the state. The dilemma is further compounded by the presence of Civil Society that plays an active role in the state society.
