With the rise of ICT, the effects of globalization seem to be felt even beyond what might have been expected. Despite the ease of sharing information, Africa in general-and the DRC in particular-are portrayed, rightly or wrongly, as a refuge for all the world's miseries. This bitter reality stems from the fact that the DRC is characterized by an administration based on arbitrariness, with administrative practices that fail to prioritize transparency, traceability, and the archiving of operations. Integrating information technology into citizens' daily lives is the clear path to rapidly boosting the DRC's sustainable development through responsible management based on the traceability and archiving of administrative operations. Our goal is therefore to present a sustainable development model centered on the use of information technology to combat the systemic and individual economic crimes that have jeopardized the future of the Congolese people. To achieve this, we propose to subject the Congolese mindset to a process of deconstruction and reconstruction through the use of information technology.
