本书选取转型比较成功的三个资源型地区，德国鲁尔区、日本九州、美国休斯敦作为比较研究对象，通过比较历史制度分析的视角和方法，从政府作用、转型路径、企业治理、产业组织等四个方面进行了比较。揭示了在初始阶段大致具有相同条件的三个地区（工业化后期，成熟的市场环境，城市化率已达到或接近70%，第三次产业革命正风起云涌）走上不同转型道路的原因以及它们成功转型所具有的共同特质。
