Dr. Rao is a retired Professor and former Head/Chairman of the Board of Studies in LIS at Osmania University, where he also served as Principal of the University College of Arts & Social Sciences. He is currently a Tagore National Fellow with the Ministry of Culture and has served as a Senior Consultant for the National Council of Rural Institutions. Additionally, he is a former UGC Emeritus Fellow and ICSSR Senior Research Fellow. Dr. Rao has published over 80 articles, edited 18 monographs, and guided 14 Ph.D. and 14 M.Phil. scholars. His expertise lies in Knowledge Management (KM), digital information, and the democratization of knowledge.
