It is of special interest for several reasons: COte dIvoire was long considered a brilliant model of development based on agriculture, but in fact it seems to have entered an impasse from which it will be difficult to emerge. A particular effort has been made in this study to analyse employment, the agrarian system and family structures in some depth. This work is thus the fruit of a multidisciplinary effort to which an agricultural engineer and a sociologist have contributed in addition to the economists. It has also benefited from the co-operation of the Cote dIvoire government, which in particular authorised the analysis of the 1985 Household survey. The history of adjustment in COte dIvoire is a long one, for it dates back to difficulties that appeared in the late 1970s. It shows that these are not simply a deviation from normal, as might be thought for certain other countries, but are part of a more complex and far-reaching process, to which both internal and external factors are contributing. This character of the problem has not always been recognised, and some commentators have spoken of an end to the crisis in the mid 1980s. We now know that this was unfortunately only a temporary improvement and the factors causing imbalances in this economy and in the markets for its principal export products have since gained the upper hand again. While the Cote dIvoire government has sometimes acted rapidly and vigorously, it is clear that the measures and their implementation have not always gone far enough. But it must also be recognised, as shown by the street demonstrations on the one hand and the authors analysis on the other, that the State has often had little room for manoeuvre.
