Governments negotiate treaties. Armies deter adversaries. Religions preach mercy. International institutions build rules intended to contain violence. This is not a manifesto for pacifism. It recognizes the legitimacy of self-defense, deterrence, justice, and institutional duty. Its argument is narrower and more demanding: no just cause creates permanent moral immunity, and no enemy loses the claim to be recognized as human.
Peace may be negotiated by leaders. The first refusal belongs to everyone else.
