From my time as Director of Economic Development for Austin Texas I discovered the greatest economic ROI cities, and the federal government can have, is from tutoring children in poverty for entrepreneurship and high paying careers. I believe that poverty is not inevitable. If you agree, this will provide the reader a playbook on how to finance, and capture the ROI from eliminating youth poverty in your community and throughout America. The economic toolkit presented here provides the same performance based platform that was used to propel Austin to the top knowledge economy in America. The best way to do this is to incentivize the private sector to tutor knowledge and business skills to kids in poverty in a continuous, organized, performance measured architecture. According to the Congressional Budget Office, 4 federal youth poverty programs cost the US $1 trillion tax annually. Eliminating that demand creates a fiscal dividend annually for the federal government. Overall, three economic policies are offered here to scale up the elimination of youth poverty and capture the tax ROI (the windfall dividend).

THE PLAYBOOK

The Einstein Challenge is one such policy. It is based upon the use of property tax incentives to scale up private in tutoring all poverty youth into high paying careers, FAST TRACKING the elimination of all child poverty within 10 years. At its core, the Math of Poverty platform is algorithmic. It is in the Math that delivers. The platform is performance based, using economic scenario planning software to form an end-to-end business architecture to scale up and tutor all US children in poverty for careers that pay + $100,000. Benchmarking performance ensures the ROI is delivered providing data driven savings and net new taxes produced from reduced poverty demands. The results enable federal and local governments to dramatically improve their bottom lines.
In Austin, the careful use of incentives was instrumental in persuading Apple, Facebook, VISA, Samsung, Athena Health, eBay, Merck, and a dozen other high-tech businesses to invest in the community with jobs, and capital investments. Each performance-based contract was cash positive. In total the ROI based system produced a 239% ROI including $18 billion capital investment to date, over 8000 direct good paying jobs, and 140,000 indirect jobs. Using this template to incentivize local businesses to scale up and tutor youth in poverty for entrepreneurship and technology careers is one of three pillars of the ROI strategy. Matching federal and state tax incentives can accelerate the results and of course, bring off the bench, an underutilized generation of Einstein’s, metaphorically, to help fuel innovation and entrepreneurship of the American economy in a hard ball global marketplace. This superior economic strategy uses cultural diversity as an economic strength, locally and internationally.

ROAD LESS TRAVELLED

This book describes how to future proof American economies. The American government can generate $30 trillion in the time it takes to pay off your mortgage. Local governments can share this poverty lite dividend, creating an ROI of hundreds of millions of dollars in net new taxes annually to pay cash for everything. The new economic partnerships is the spread offense needed to eliminate expenses of unsustainable youth poverty. The fiscal dividend is massive; enough to pay off the $28 trillion national debt, with cash, pay for Infrastructure, the environment, Social Security, and address the threat of automation.
