UK SFBC #1109:- Synopsis: The International Space City was conceived and built through the cooperation of all earth nations as an international political oasis and research centre. It has become as well an enormous resort for the equivalent of today's jet setters. The prototype of the ISC, a relatively tiny satellite also orbits the earth as a site of permanent space exile for political prisoners. The limited capacity of the space prison presents a bizarre problem: news of an incoming prisoner necessitates the elimination of a resident to make room, since all sentences are for life. And Ground will not make the selection, feigning ignorance of the situation, leaving it up to the prisoners to single out a compatriot for oblivion. When Pierre Bardou arrives with a viable plan for escape, the seething tormented frustration of fine minds and talents already incarcerated there crystallizes into a desperate plot to force their reinstatement on earth. Bardou leads the exiles in a sudden foray on the ISC, occupying one of the landing docks in the hope of drawing world-wide attention to the inhumanity of their sentences. But some of his fellow 'spacejackers' have more sinister plans. Ignoring Bardou's pleas for compromise, they threaten holocaust for the ISC if their demands are not met.
