The committee reports on products designed to lower the total tobacco- related mortality and morbidity, whether tobacco products that are less harmful than others or pharmaceutical preparations that may be used alone or concomitantly with decreased use of conventional tobacco. They evaluate whether the product decreases exposure to harmful substances in tobacco, whether that decreased exposure is associated with decreased harm to health, whether there are surrogate indicators that could be measured in a time frame sufficient to evaluate the product, and the public health implications of the products.
