"The Majority Rules" is a legal thriller by the Honourable Eugene Sullivan, a long time, federal appeals court judge in Washington, DC. This compelling novel of judicial intrigue features as its hero a judge, Tim Quinn, who finds himself in the middle of a string of murders that cover up a conspiracy to fix cases on the US Court of Appeals. Complicating Quinn's attempts to uncover the conspirators is his complex relationship with Chief Judge Harry Winston, the urbane southern gentleman who helped Tim win confirmation to the Court; and Tim's relationship with Vicky Hauser, the federal prosecutor, whose aid he must enlist to infiltrate the scheme.
