Riassunto: Outcome Funding begins with an abrupt and timely challenge to the standard wisdom of proposals and budgets in the public sector. Virtually none of the content in the typical proposal is relevant to two key questions which funders should ask: 1) What am I buying? and 2) What is the probability that I will get it?
