Believing a liberal policy will make us the greatest people upon the earth, I seek to remove all restrictions as rapidly as possible; and as we are building no ships for foreign trade, and have none, I trust Congress will allow our people to buy them as all other people do, and enter the contest for the business of the world once more on something like fair terms.".
